Why This Matters

The Massachusetts energy efficiency landscape is at a critical juncture. In February 2025, the Department of Public Utilities (DPU) enacted $500M in budget cuts, threatening the very infrastructure of the Mass Save program.

Local contractors are increasingly asked to do more and more, with less. This unsustainable model risks bankrupting the specialized workforce needed to meet the Commonwealth's ambitious climate goals.

"The PAs and LVs are not, in my view, sufficiently knowledgeable about the field, despite how they may present themselves. The public comment process for the RFQs has consistently proven ineffective and appears to be little more than a formality. To date, there has been no meaningful indication that the PAs or LVs have seriously considered or incorporated stakeholder feedback. Year after year, they introduce pricing structures that negatively impact both contractors and the public. Whether they fully understand the consequences of these decisions remains unclear. What is clear, however, is that continued disregard for industry input and public concerns cannot persist indefinitely. Eventually, there will need to be accountability for the harm these policies have caused."
